Thresholding after reload via WebGUI don't work

Description

After a manual change of the threshold configuration in the config-files (thresholds.xml/threshd-configuration.xml) and a reload done by klick on "Request a reload ..." (GUI -> Home/Admin/Threshold Groups), the Thresholding don't work. No new events were generated from this time.

It's necessary to fire a event over command line or restart opennms.
