It's also worth adding that the system where I was able to reproduce this problem is running Fedora 19 with a system locale of en_US.utf8.

Steps to reproduce (also works on 1.12.2-SNAPSHOT from today, 25 Oct 2013):
1. Start with a pristine OpenNMS installation
2. Create a requisition. [See attached sample requisition "test.xml" in case you don't have a good way of composing the necessary accented characters below]
3. Add a node whose label contains the accented character ã (a-tilde as found in e.g. Portuguese).
4. Add a second node whose label contains only lower-ASCII characters such as "foo".
4. Import the requisition
5. Navigate to the node list, note both nodes' labels are rendered correctly there
6. Click on the node with the ã in its label
Expected result: node details page appears
Actual result: Either the default exception page (in OpenNMS 1.10) or a completely blank page (OpenNMS 1.12.2-SNAPSHOT from 25 Oct 2013)

I haven't done anything funky with my database, verified that its encoding is in fact en_US.utf8 and not latin1 or something stupid, and I entered the node label via the web UI requisition editor. This is definitely a valid issue, apparently one which did not manifest in the 1.8.13 release. This seems to point to the Jetty upgrades as a contributing factor.
