import update ArsDigita eclipse code formatter xml

Description

On the wiki at http://www.opennms.org/wiki/Code_conventions there is an updated copy of the ArsDigita eclipse code formatter settings in an xml file.

There is an older version of the eclipse code formatter in prefs format in src/main/eclipse/.

It would be nice to replace the old file with the xml version from the website.
