Utility to convert capsd discovered devices to provisiond

Description

If the future of OpenNMS is to use Provisioning Requisitions, it would be very handy to have a tool to convert all currently discovered nodes to the new format. And in the process create the new Provisioning Groups.

Environment

Our current OpenNMS environment is running on linux "SLES 10 SP2 64 bit"
