Implement the new (~ 2006) mib for ip RFC 4293

Description

RFC 4293 obsoletes old ipv4 and ipv6 monitoring RFCs ( 2011, 2465, 2466).

In line with its predecessors, it allows to monitor ip counters (pkts in, pkts out, fragments, errors and so on ...) but it has big enhancements :
1) it's a multi ip mib (ipv4, ipv6)
2) it allows to collect data for each ip interface while its predecessors permits only to collect data at node level.

Having ip counters collection would greatly improves the router monitoring capabilities of OpenNNMS.

The later files could be enhanced by defining a new storageStrategy.
This storage strategy should allow to collect and display the counters
according to the ipIfStatsTable indexes : first ip stack version then interface index.
