Report Issue - Availability Reports showing incorrect values

Description

The online database availability reports are showing incorrect values. Running the report against any of category will return Availability Percent of 100% even though there has been an outage. I have two servers up running 1.8.15 and they are getting different results but the reports are still not working for all. The differences are that my DEV server only has about 10 nodes while my PROD server has 300 or so. This applies to the following reports.

AvailabilitySummary - Not Working on PROD
AvailabilitySummary_LastMonth - Working on both
AvailabilitySummary_ThisMonth - Not Working PROD
AvailabilitySummary_ThisYear - Not Working on both
