No working breadcrumb on System Report List Page

The breadcrumb on [your opennms]opennms/admin/support/systemReportList.htm aren't linking to any page, it's just text.

It doesn't look like this change made it into the 1.10 branch so I just cherry-picked it (commit 54452489c72d27d244b9396a29d93269bfc63014).
