Until we have time to revisit the whole architecture of notifications, it would be nice to have a strategy that uses the Bean Scripting Framework (BSF) to afford more flexibility to users who wish to write their own notification strategies in scripting languages. This strategy will fill the void between the built-in (compiled Java) strategies and the binary command facility (which is terribly inefficient and can go off the rails when a storm of notices hit).
