ICMP and SNMP ALWAYS added as service with Provisiond provisioned node

Description

When using provisiond dns importer all nodes are added with SNMP service even if the nodes doesn't have a functioning snmpd. SNMP service instantly then shows 'down'

Linux tigris 2.6.32-5-amd64 #1 SMP Mon Mar 7 21:35:22 UTC 2011 x86_64 GNU/Linux postgresql 9.0

This was actually resolved in , it just didn't get closed because there's some better validation that needs to be done on the service names.
