Surveillance Group are reset after Provisioning group is syncronized in NMS 1.8.11

Description

How to reproduce:
1) Place some hosts from Prov. Grp. in Surveillance Group
2) Go to http://localhost:8980/opennms/admin/provisioningGroups.htm
3) Click "Syncronize" button against Prov. Grp.
4) Go back and check Surveillance membership

Linux, OpenNMS 1.8.11
