Role provision has no effect

Description

role.provision in magic-users.properties has no effect on security in Jetty (jetty-webapps/opennms/WEB-INF/applicationContext-spring-security.xml)

Until Version 1.8.9 this role works perfekt. After update to 1.8.10 users in this role don't have their access to provisioning items.

Environment

OpenNMS 1.8.10 running on SUSE Linux Enterprise Server 10 (x86_64) VERSION = 10 PATCHLEVEL = 2
