change temporary database (unit tests) to use Liquibase/Migrator

Description

Currently, the temporary database code used in unit tests still uses create.sql. It should be fixed to use Liquibase for unit tests.

The reason we haven't done this yet is that the Liquibase migrations take a not-insignificant amount of time to run. Running them for every temporary database would add hours of time to the integration tests.
