radius checked by capsd even if it isnt defined

Description

If I watch tcpdump of my opennms server when it discovers a newSuspect the tcpdump output indicates that it is polling radius:

This appears to be 'desired'. Even if you haven't setup provisiond the services are still scanned, at least in the version I'm using. The documentation should probably be updated to reflect this.
