Adjusting priority Major -> Minor because this issue describes a clean-up task.

Targeting to Backlog and creating a new label, "janitor", since this work would be well suited to a person just getting involved and looking for tasks that would have real benefit and would make a good learning experience, but are not sufficiently urgent to merit spending a ton of ramped-up development time on.
