I've never been a fan on how unmanaging a service works in OpenNMS. First you have to go to the GUI and uncheck the service, which will mark the status in the ifservices table to 'S'. Then you have to rescan the node, which will unschedule the service and set the status to 'F'.
This doesn't work at all with provisiond only. The service will stay in the 'S' state forever.
To fix this bug we need to be able to unmanage the service in one step.
