Enable twiddling of all non-v3 SNMP knobs via configureSnmp event

Description

Currently only read-community, timeout, retry, protocol version, and port can be configured at runtime for an address range in the SNMP peer factory. It would be nice if we could also set proxy-host, write-community, max-vars-per-pdu, max-repetitions, and max-request-size using this event. These knobs could be exposed via the web UI down the road as well, but just not having to restart is for these changes is what I'm after at the moment.
