Outages in Node page aren't ordered by outage id

Description

Outages in the Node page outage box aren't ordered by outage id. At one point they were ordered by outage id descending.

Added a sortstyle to the OutageCriteria in the NodeOutagesController. This will sort outages by outageId descending.
