The rancidAdapter fails to add nodes

Description

The rancid provisioning adapter use cases include the following:

a) during an provisiong UPDATE operation if the node is not provisioned yet in rancid
then you should provide the node into rancid via rws service.

It is found that the actual implementation is not able to do this.

Fixed Bug # 3673: Tha rancid adapter fails to add nodes to router.db when doing an update operation

The control for the RancidApiException type was on OTHER_ERROR instead of the right one: RWS_RESOURCE_NOT_FOUND
