Can't change name of notification from web GUI

Description

go to Home / Admin / Configure Notifications / Event Notifications and edit an existing notification. On the final screen, change the name of the notification and click "Finish". The name does not get updated and there is no error message. I see this in 1.6.7 as well as master.
