Installer did not install plpgsql language

Description

Reporting at the request of RangerRick from IRC. When running the installer, the plpgsql language was not installed, resulting in the error: Exception in thread "main" org.postgresql.util.PSQLException: ERROR: could not access file "$libdir/plpgsql.so": No such file or directory

RangerRick had me run "createlang -U opennms plpgsql opennms" this corrected the issue.
