Unabled to add schedule outage

Description

Unable to add schedule outage.
Notice that when adding outage time, the end time always display null for the month. Errors with

ValidationException: The following exception occured while validating field: _outageList of class: org.opennms.netmgmt.config.poller.Outages: The following - location of error: XPATH: /outages

I assume this bug is actually for 1.5.90 not 1.5.91, since 1.5.91 doesn't have this issue.
