snmp-graph.properties lacks high-capacity version of mib2.traffic-inout

Description

The mib2.traffic-inout graph definition should have a counterpart that uses ifHC{In,Out}Octets when they're avaialble, and suppresses the mib2.traffic-inout report in the same way that mib2.HCbits does mib2.bits.
