Resolved messages sent multiple times

Description

Supposed a notice is sent multiple times to a pager (say, every five minutes). When it is resolved, it will send a RESOLVED notice for every initial notice sent. We should use some sort of DISTINCT on the query to only send the RESOLVED once.

No, I don't think this can be closed. We should probably consider it for the notifications rewrite in 2.0.

Some client want a way to be bothered by a notice until it is acknowledged. i.e. send a page, wait five minutes, send it again, wait five minutes, etc.

This is possible with escalations, but ...

When the RESOLVED message gets sent, it gets sent multiple times (one for each page). There should be some way to say "hey, I already sent a RESOLVED via pager to bubba@example.com" and only send it once.

It has been possible to achieve this behavior since version 1_2_4. The optional <autoNotify> feature for targets in destinationPaths.xml was designed to provide much greater flexibility in how RESOLVED notices are handled. One of its uses is to supress RESOLVED notices for repeat notifications to the same user due to escalations.

This feature was briefly mentioned in the changelog, but there was nothing on the wiki, so I added the "AutoNotify How-To" page.
