Currently only node categories are supported in surveillance views. A surveillance view column/row
header can be defined with a reporting category that is converted into an html link to the reporting
category status page.

Add support to surveillance view service layer that allows for the reporting category to be used to define
the set of nodes for that category if there are no node categories specifiied.

This will allow for a generic (default) surveillance view to be contributed they by giving this feature and the
dashboard visibility out of the box.
