Don't load snmp-metadata-adapter-configuration.xml by default

Description

We are seeing some performance regressions due to big node_metadata tables. It looks like metadata adapter loads lot of node metadata that may not be needed in most cases.

Please see on performance impacts.

By default, don’t need to load node metadata from snmp-metadata-adapter-configuration.xml.

Provide a system property to load this data.

Add doc update and add it to breaking change.

In the interim, a minimal snmp-metadata configuration looks something like this:

since it must exist, and must have a snmp-metadata-config and config element (this is the shipped config with all of the entry elements removed).
