Ability to choose which snmp strategy to use in the snmp-config.xml

Description

Here is what that David guy said -

"Wouldn't it be great if these libraries worked like JNDI and JDBC so that you
didn't have to have them a build time and you could use both or any other that
you wanted by just registering it and dropping the jar in the class path? That
way we could change the snmp-config.xml so that you could say for this
definition lib="snmp4j" and for that definition lib="joesnmp"."
