Minion Container: Add way to overlay config files

Description

Extend the Minion container to provide a way to overlay custom config files, similiar to the `/opt/opennms-overlay` from the core container.

Use case is a customer that wants to place custom logging config, which is not easy to update via confd.

This needs to be tested with different configs to ensure it works. I have only done a simple test
