For what it’s worth, we’re seeing what appears to be a change in this behavior between 27.0.5-1 and 32.0.2-1.
We’ve got a policy that disables collection on interfaces with IP address 10.127.*. Since upgrading to 32.0.2-1, we’re seeing a lot of Data Collection Failed alarms for those interfaces, which we did not see prior to the upgrade.

Currently, provisiond ipinterface and snmpinterface policies only apply to interfaces that are discovered during SNMP table scanning. This led to the confusion of https://opennms.atlassian.net/browse/NMS-16031 where it was expected that you would be able to import a declared node, but mark it unmanaged.
We should look into adding support for applying these policies to any added interface. Perhaps an addition to the foreign-source policy config to choose whether it applies to “all” or only “discovered” interfaces?
