Add link to configure SNMP Community strings from node admin page

Description

When clicking the “Admin” link on the node details page, having an option to quickly see/edit the SNMP Community strings for the node would be helpful. Something like the mock up below.

The link could redirect to /opennms/admin/snmpConfig for the node’s primary IP address.
