IPFIX packets with no Direction field are declared INGRESS.

Description

IPFIX packets that do not contain a Direction field are incorrectly set to Direction.INGRESS leading to improper accounting. These packets should be marked as Direction.UNKNOWN or directionality determined by other fields such as was done for
