OpenAPI docs for Requisition REST service

Description

We need to create OpenAPI docs for the Requisitions REST service and make them accessible via Swagger and the API explorer.

Acceptance / Success Criteria

Acceptance

  • OpenAPI descriptions added for the requisitions REST service, as described in the developer docs

  • Descriptions also added for any endpoints added since the developer docs were last updated for the requisitions REST service

  • New OpenAPI additions accessible through the built-in Swagger interface

  • New OpenAPI additions accessible through the built-in API Explorer interface
