Installation `opennms-newts` via Karaf shell failed

Description

I tried with horizon:31.0.1

The same issue with 31.0.4 and 31.0.4-SNAPSHOT. opennms-newts version matches 1-to-1 with OpenNMS version, but maven repository only has versions up to 27.x
