Move all plugins should be in Common repo

Description

Move all plugins' latest builds to the Common repo. Currently, some of them are not updated there like ALEC.

Tested on the latest Meridian installation of ALEC, VELOCLOUD, and Cloud plugins.

cloud plugin and alec both publish to the common (or common-testing for dev) repo in cloudsmith now, and the cortex plugin is published as a kar only, AFAICT

Is there anything else you know of that needs fixing?
