Test and Document Support for PostgreSQL 15

Description

PostgreSQL is pretty good about backwards-compat, but we should test that OpenNMS runs fine against 15 now that it’s out, and if so, we should update the source to allow 15 as an officially supported version.

FYI, you can test installing against PostgreSQL 15 by adding the -Q option to the $OPENNMS_HOME/bin/install CLI (ie, install -disQ)
