Add a "daily" option to scheduled outages

Description

Currently, scheduled outages can be one of three types: weekly (day of the week), monthly (day of the
month) and specific.

Instead of having to enter in 7 weekly outages to cover each day, it would be nice to have just one called
"daily".

verified in 1.6 revision. Remain problems are opened as separate bugs so I will make this to be resolved

Changed to use modify.gif for modifying outage type in r8750 of 1.6-testing.

Usage of redcross.gif that I don't like

I don't like the use of redcross.gif in the outage editor to change the outage type, as it implies removal. Changing to modify.gif.

When I was developing it, I went and tried all the combinations and made sure the config files got written out right.

The look-and-feel is pretty different, but the outage objects that are created in the end are identical to what we already had, other than the new "daily" option.
