Documentation for OpenShift container compatability

Description

We need documentation to describe how to deploy images on OpenShift.

After discussing with Jeff, it makes the most sense to document this in the release notes. Suggest the following text:

"We have addressed compatibility issues with OpenShift that users identified in Horizon 30. If you see any unusual permissions or ownership problems in an OpenShift environment, log an issue report in Jira."

Acceptance / Success Criteria

Docs describing OpenShift issue, and asking for people to monitor their permissions and report anything unusual added.
