Polling changes after db is created kill caps and poller

Description

I discovered that OpenNMS will stop scanning and polling if you strip down the
services after the db is created. In nutshell, load it up with all pollers,
discover nodes. Stop OpenNMS, strip capsd and poller down to just icmp, snmp,
dns and ntp it won't run any more. It gripes about serviceid in the database
that don't exist.

Users should be able to strip down pollers and add pollers without any impact
IMHO regardless of what os existing in the databse tables.

Pointless bug, easy enough to drop the entries and this should have been doing
by disabling config instead of deleting.
