Create notification wizard encodes ampersand on Group Intervals page

Description

To repro:

Create a Group (Admin - > Configure Users, Groups and On-Call Roles)

Create a Destination Path (Admin -> Configure Notifications -> Configure Destination Paths)

Select the Group as the target for the Destination Path

Click Next

Result:

Page fails to display. URL presented is:

opennms/admin/notification/groupIntervals.jsp?targetIndex=-1&groups=wakkawakka

Changing the

&

to & and reloading the page will allow the wizard to continue.
