As an engineer, I would like an easy way to playback a packet capture through telemetryd for analysis in order to help reproduce and resolve issues found in the field.

In particular, this should allow for playing back flow packets captured from a device, and feed through the pipeline resulting in them being persisted to Elasticsearch.
