features/topology: contextmenu - PowerGrid (D3/Circle layout)

Description

  1. right click to open the contextmenu.

  2. close it by clicking outside of the contextmenu.

  3. open it again.

Issue: the contextmenu will only flash (display and disappear instantly).

Solution: display contextmenu next to mouse
