Encrypt SNMP Credentials

Description

We should use SCV and encrypt SNMP V3 credentials.

This should work with snmp profiles as well.

We already did some work in this regard in NMS-12753.

There is already some work done for this https://github.com/OpenNMS/opennms/pull/3295

This issue will bring that PR back into release-30 and address any issues found in the testing/review phase.
