automatically prune old feature branches from dockerhub

Description

Create a tool that periodically prunes old feature branches from dockerhub. This tool is a prerequisite to starting to push feature branches to dockerhub for testing.

This was working in testing but looks like something is missing in production as it's trying to log in. Reopening so it doesn't get lost.
