Add Health Check Rest API on Sentinel

Description

It would be good to add Health Check Rest API on Sentinel.

That will allow us to remove SSH Health Checks from smoke tests.

This should be similar to https://issues.opennms.org/browse/NMS-13311

Acceptance / Success Criteria

Should be able to access Rest API on Sentinel
