DCB - Implement the backup retention - specify the retention duration and enforce it for the device config backups.

Description

This epic will cover the backup retention functionality.  This includes

  1. Ability to configure the duration length until which backups should be retained and be available.

  2. Ability to enforce the retention duration.

  3. Deletion of the backups after the retention period is over.
