Link to release notes in web Help / About needs updating

Description

The link to the release notes in the main webapp's /opennms/about/index.jsp page still uses the old docs site, e.g.:

http://docs.opennms.org/opennms/releases/28.1.0/releasenotes/releasenotes.html

As a result, this link ends up redirecting the user to the top-level docs.opennms.com site, so it's not a total tragedy, but it does mean the user has to dig for the release notes that were the intended target.

The various links to online docs in our /opennms/help/index.jsp page get this correct.
