Create JdbcDetector documentation

Description

JdbcDetector provides the following parameters that need to be documented:

We can more or less use the poller documentation as reference
https://docs.opennms.com/horizon/30/reference/service-assurance/monitors/JDBCMonitor.html

 

Add to JdbcDetector.adoc file to the reference/provisioning/detectors section, following template used for other detectors.

Shifted PR to draft state while updates are being made, including the newly expanded scope of the ticket.

Given feedback in the PR, the scope of this has expanded. Suggest adding a common parameters section to the detectors intro page, then cross reference to these common parameters for each detector. This is similar to the Monitors section of the docs. Have changed the time estimate for this ticket as a result.
