Changes display of outstanding notices in notification box on home page

Description

Initially the notification box on the home page displayed the total number of
outstanding notices. Since this was confusing to individual users who had no
outstanding notices themselves, it was changed to show the number of outstanding
notices for the current user. I find this equally confusing and inconvenient. The
solution is to show both numbers. The attached patch will do that.
