Fix Flappers on smoke-test-full job on CircleCI builds

Description

There is only 50% success rate on smoke-test-full job.  smoke-test-full job takes more than 3 hrs. So every re-run takes long time to finish.

This issue is to track more recent flappers and try to identify what may be causing it and fix them.

I see couple of tests that are failing often.
