Regular Expression field textbox greyed out for other Events except 'REGEX_FIELD' under Event notifications

Description

Regular Expression field textbox greyed out for other Events except 'REGEX_FIELD' under Event notifications.
When we try to enter the user defined Regular expression for other events, the textbox is greyed out and user cannot be able to Enter.

This is fixed in foundation-2019.

Also while playing with this, it appears that the contents never come back if you clear the field again.

OK, they demoed the problem this morning and it appears there is an initialization bug or something where the regex field is not always greyed out when something other than `REGEX_FIELD` is selected.
