Is there anyway to use matrix.org protocol and server for notification?

There is no specific builtin support for Matrix notifications. It might work if its API is compatible with something that OpenNMS already supports (see the Admin Guide linked below). If not, someone could write a notification plugin to support it, or you might be able to accomplish this by running an external notification command.
